日前新区已发布了《关于加快建设全球研发中心城市核心引领区奋力打造具有核心竞争力的科技创新高地的实施意见（草案）》（简称“《实施意见》”），努力把科技创新“关键变量”转化为高质量发展“最大增量”，大力建设全球研发中心城市核心引领区，在长沙建设全球研发中心城市中担当主力、走在前列，Recently,HunanXiangjiangNewAreaAdministrationCommitteehasissuedthe"ImplementationOpinionsonAcceleratingtheconstructionofGlobalR&DCenter,UrbancoreleadingArea,StrivingtobuildacorecompetitivescienceandtechnologyinnovationHighland(draft)"(referredtoasthe"ImplementationOpinions"),focusingonbuildthecoreleadingareaofGlobalR&DCenterCity,walkintheforefront,andplaytheleadingforceintheconstructionofGlobalR&DCenterCityinChangsha.《实施意见》全面立体地概述了湖南湘江新区融入长沙建设全球研发中心城市的工作思路，提纲挈领地展示了新区助推长沙建设全球研发中心城市的任务举措，形象生动地描绘了新区担当长沙建设全球研发中心城市C位的美好前景，基本完成国家重大科技基础设施、国家实验室、国家创新中心等战略科技力量科学布局，新引育全球研发中心、外资研发中心等高水平创新平台80家以上，聚焦把科技创新的“关键变量”转化为新区高质量发展的“最大增量”，Second,acceleratethelayoutofmajorscientificandtechnologicalinfrastructure,buildaechelonsystemofnationallaboratories,anddevelophigh-levelresearchuniversities.三是实施一流研发中心“筑巢引凤工程”，Third,introduceR&Dcenters(headquarters)ofenterprisesfromdomesticandabroad,introducefirst-classR&Dinstitutionsathomeandabroad,andbuildforeign-fundedR&DcentersandbondedR&Dcenters;四是实施高水平研发机构“卓越成长工程”，Sixth,supportmajorscientificandtechnologicalprojects,carryoutresearchonkeycoretechnologies,andincreasetheinvestmentinresearchanddevelopmentofthewholesociety;七是实施科技成果转化“量效倍增工程”，Seventh,givefullplaytothesourceadvantagesofuniversitiesandinstitutions,smooththeimplementationpathofresultstransformation,andbuildasupportsystemforresultstransformation;八是实施创新生态“涵养优化工程”，将进一步夯实湖南湘江新区融入长沙建设全球研发中心城市的底蕴实力。
